Here's hoping we can reduce our presence in Europe as a result. That will not only save a lot of greenbacks, but greatly eliminate a huge source of irritation to both Europe and the US. NATO appears doomed, as does the UN. I doubt if the "new Europe" will join, and so the realignment of alliances continues. As for the new European defense alliance without the UK,....the last paragraph says it all:

"And that poses a big challenge to the four countries who came to Brussels. They know that in the long term a European defence scheme which excludes Britain, the EU's strongest military power, would have precious little credibility."
