Yes it does ! Tax-payers of CA are incresingly facing difficult times. The water / education / housing / roads are growing problems. As we all very well know now the electrical transmission system of (at least) the North-East is old and needs upgrade. Most folks in CA will know that the water distribution system in SFO area is very very old and unless upgraded, may collapse if a significant quake hits. All of this needs fixing (won't you agree) ?
If the state/federal govt. makes fixing this a priority then there is no doubt that the tax-payers money will be well spent. There is no doubt that the jobs indeed will be created 'abosolutely here and right now'.
(As Jack has pointed out below, there is no doubt that if the fixing of roads/schools/water is done over there in Iraq, the jobs will not be created here and now. We of course don't see workers, teachers, cops lining-up in front of Pentgon to get an Iraqi Visa or an Iraqi Work permit ! Do we ? *smile*)
