Hi Eric,

Err ... if someone signs a check on someone else's behalf without his/her knowledge and submits in to the bank then it is bank fraud.

And ... If someone votes on someone else's behalf without his/her knowledge and submits the ballot for counting, then I guess it is a state/federal crime.

But ... if a well-meaning (!) commander writes up a few good-news (?) letters on behalf of his sub-ordinates (who may lack linguistic skills,) without their knowledge and submits it to their mothers ... then ... nah ... it's no crime ... it not even lying ... It is simply spreading good-news to their mothers.

(Now ... now ... how dare you call spreading good-news 'It gets worse' *smile* What crime have these folks committed ? No crime at all ! ... All this commander and his linguist comrades, perhaps have done is that they have broken the trust of their sub-ordinates ... I thought that in Armed Forces - US or otherwise - trust used to be one of most important things among comrades-in-armes. Did 'trust' just get downsized a bit for the leaner fighting force of Honorable Defence Secy Rumsfeld ? *sigh*)
