The situation in Iraqi prisons is simple: The bush administration thinks that when it comes to "fighting the war on terror" it is above the rule of law. This has been manifested in innumerable ways. For Bush to now be "appalled" that his deliberate violations of international law have resulted in... violations of international law is... Frankly, I cant think of a word to describe what it is.
