Key reason is not a "culture of sitting on one's butt," but a sense that the US viceroys now sitting in Baghdad have no intention of either a. leaving, or b. letting Iraqis have a say in their own affairs. Key MAJOR symbolic issue that will cause an further explosion of widespread mass discontent (the "real" Iraqi WMD problem, IMO) will be if US goes ahead with that bizarre plan to reopend an Iraqi oil line to Israel.... (That will even tick off the Turks)
Ah, but to the neocons, this was never a war about America's interests or "democracy" for the Iraqis, but about Israel's security....
And if the Iraqi people don't like it, well fooey on them; we can change the subject and invade Iran....
By the way, those "neocon cons" are the same chaps currently making up garbage about Iran -- who count on the American people to think like Alan Jackson sings.... "I don't know the difference between Iraq and Iran" -- but "I know Jesus...." etc., etc.)
But back to your post, has it occurred to you the logical extension of your post.... If rebuilding is for "losers," then what's the alternative... Just keep on destroying? Or hey, how about the Israeli strategy.... you beat 'em (1967), then you keep on humiliating them, if they protest, brand them all as terrorists, and then build new settlements to put YOUR people in THEIR land.... and then dare the rest of the world to do anything about it....
Speaking of which, did ya catch Sharon last weekend pull back 98% from previous commitments to end and reverse the settlements? (Reports are in Israeli papers - I'm not making it up.... even as US papers generally ignored it - especially Fox news) Curious too that the markets dived badly for three days - spurious coincidence?)
