Its not that new. They have been using that term for some time. Even before the failure to find WMD in Iraq--i think. Its a word that allows you to demonize WMDs, but only when they are owned by the "bad guys." for exmaple, you can say, with a straight face, "We cannot alow weapons of mass terror to be stockpiled in the volatile region of the middle east" all along knowing that Israel has massive stockpiles of WMD.
