Oh ... and not to forget the 'Box-Cutters' used on 9/11 ... Surely the companies that manufacture those box-cutters are in business of Wepons Manufacturing ... No ?

How twisted / warped / illogical can we (actually you !) get about defining the WMDs ?

Hypothtically ... So far we have not seen any super virus/worm that can cripple the entire computer-network infrastructure affecting Financial / Telecommunication / Defence / ATC / TV / Radio / Nuclear and other computer-networks. If it indeed were to become a reality someday, then perhaps you'll term the computer training classes that teach Assembly/C++/Java/... across the globe, as WMD factories. Won't you ?
